Mislav Balković was born in Zagreb. He obtained his bachelor's and master's degrees from the Faculty of Electrical Engineering and Computing at the University of Zagreb, where he also earned his PhD in 2016. Since 1998, he has been active in the field of education, and from 2000, he has held a permanent position at Algebra, serving as Managing Director, where he initiated and participated in the implementation of key development projects of the Algebra Group. In 2009, he assumed the position of Dean of Algebra University College. Since 2008, Mislav has been engaged in the development of Algebra University College, its study programmes, and quality assurance systems. During this time, he became actively involved in initiatives promoting and building education at all levels. He played a leading role in the establishment of Algebra University and the merger with Edward Bernays University of Applied Sciences, forming the institution known today as Algebra Bernays University. He has contributed to the current National Strategy for Education and Science and is or has been a member of several expert bodies, including the National Council for Science, Higher Education and Technological Development (2010?2016), the Accreditation Council of the Agency for Science and Higher Education (2020?2022), the committee for the establishment of the Croatian Qualifications Framework (CROQF), and committees for drafting the Adult Education Act, the Act on Scientific Activity and Higher Education, and the Act on Quality Assurance in Science and Higher Education. He serves as the President of the Employers? Association in Education under the Croatian Employers' Association (HUP), is a member of HUP's Executive Committee, and has served as the Chair of the Sectoral Council for Electrical Engineering and Computing. Mislav is actively involved in research in the field of data science applications related to the labour market, education, qualification systems, energy, and more. He currently serves as Rector and Member of the Management Board at Algebra Bernays University.
