Panel: Level 5 Programmes and Qualifications in the EU and Croatia

The panel “Level 5 Programmes and Qualifications in the EU and Croatia” will be held on November 13, 2024, as part of the Chain5 conference, from 16:00 to 17:30 at the Algebra Spark Event Space conference center at Algebra University.
Participation is free and open to all interested parties, and the panel is specifically designed for a Croatian audience and relevant stakeholders, offering them a direct insight into the application and significance of Level 5 qualifications within the education systems and labor markets in Europe and Croatia.
The panel is organized by the Institute for Educational Quality at Algebra University, an institution dedicated to supporting principals, teachers, instructors, and professional associates in primary and secondary schools. The Institute serves as a central hub for information on educational changes, global trends, and professional training, offering free workshops and training sessions for the professional and personal development of educational professionals.
Through this panel, the Institute for Educational Quality, in collaboration with Chain5, the Croatian Employers’ Association (HUP), and Edward Bernays University College, provides the local public with the opportunity to gain insight into the advantages and challenges of Level 5 qualifications through concrete examples and discussion.
The panel brings together leading experts and representatives from institutions, including:
- a representative of Agencije za znanost i visoko obrazovanje AZVO,
- Darko Šeperić (Savez samostalnih sindikata Hrvatske),
- Hrvoje Njegovec, Head of Employment and Development for the Zagreb and Dubrovnik Destinations, Maistra Hospitality Group
- representatives of the Chain5 organization from Norway and Belgium – Knut Erik Beyer Arnesen and Jo Baeyens.
The panel will be moderated by Associate Professor, Mislav Balković, PhD, Rector of Algebra University, who will also open the session with an introduction to the topic and a presentation of the speakers.
About the Topics and Objectives of the Panel
The panel will explore key aspects of Level 5 in education through several important topics:
- the structure of Level 5 programs within vocational and higher education,
- the position of Level 5 qualifications in the labor market (in terms of professions, salaries, and sectors),
- recognition and validation of prior learning (RPL) and program adaptation.
The panel’s special focus is on how policymakers and relevant stakeholders in education and the economy can work together to create new opportunities and increase the visibility of Level 5 qualifications. The goal is to ensure that qualifications at this level become a significant resource for economic development and respond to labor market needs, while enabling faster adaptation to new trends.
